IRAQ: HOW DURABLE IS THE VICTORY AGAINST ISIS?

In December 2017 Iraq declared victory over ISIS after all Iraqi population centres were liberated from ISIS control. But the political drivers of radicalisation in Iraq have yet to be addressed, and new grievances are developing that could again render Sunni parts of Iraq vulnerable to extremist groups. And populations in Shia and Kurdish parts of the country are growing increasingly restive as the Iraqi state continues to fail to deliver services and rule of law. Protest movements are growing in size and in militancy, posing a threat to the stability of the country. What are the prospects for stability in Iraq in the medium term, and how can Iraq’s allies help to ensure that the country does not lapse once again into violent conflict?
