LIMITS TO UNIFICATION IN LIBYA

Wolfram Lacher, Researcher, German Institute for International and Security Affairs (SWP), Berlin
Walter Posch, Institute for Peacekeeping and Conflict Management (IFK), Vienna

The formation of the unity government under Abdelhamid Dabeiba in Libya conceals old and new rifts. Although a breakthrough has been achieved in the efforts to overcome Libya's political divisions, the downside of the agreement is already becoming apparent. So far, the political players have only agreed to compete for access to state funds within the government. The distribution battles could quickly turn into a crucial test. Tensions between those in favour and those opposed to the government threaten to cause a new political crisis if there is no progress towards the elections planned for December 2021. But the elections themselves also harbour considerable potential for conflict.
