A consequence of the isolation of Eritrea - lasting for years, and partially self-inflicted - was the fact that Eritrea has disappeared from the debate about the Horn of Africa. Very recently, Eritrea has begun to open up a little and to start a new phase of cooperation with the United Nations and the European Union. What does this mean for Eritrea and the region? What is Eritrea's significance in the regional strategic security policy? And what are the perspectives, and the risks, of this opening?
