It is the unique European characteristic on which a European \u201esense of unity\u201c can be based. Res publica includes a commitment to the political organisation of the community, from which social justice and general welfare can be derived as normative goals. This is not found in the United States, nor in autocratic-oligarchic Russia, let alone in pre-democratic China.
