Navigating those developments requires an understanding of the emerging fragmenting world order. These developments raise urgent questions about the relationships and cooperation between the national and European levels. Can Europe become geopolitically robust? Will it be fragmented by internal and external forces, or will it rediscover its sense of community and geopolitical strength? Safeguarding the core principles of security, prosperity and values will require far-reaching and robust policy decisions.
