Politicians, civil society organisations and the international development community are increasingly investing in women and girls, and gender equality initiatives, to drive and sustain economic growth, peace and security, and social justice. Like many East African countries, Rwanda and Uganda have progressive gender policies and frameworks that ensure equal rights for women and men. However, the reality for women and girls is often different: women have little or no influence in formal and informal decision-making and gender-based violence is endemic. What role do national and international civil society organizations play to address these challenges and to transform social norms and practices? What is the role of policy makers and other decision makers both in developing countries and in the international community, in empowering women and girls and promoting gender equality?
