An outlook on Europe's options in the current turbulence
The international order is coming under pressure, old certainties are dissolving and new power constellations are emerging.
The focus is on the relationship with the USA under Donald Trump, which is increasingly moving away from human rights and multilateral principles and displaying elements of an authoritarian superpower. Another focus is the internal constitution of Europe: following the election decision in Hungary on 12 April, the role of Viktor Orbán and similar actors is once again coming into focus. Authoritarian tendencies, national unilateralism and targeted blockades of joint decisions could weaken Europe's ability to act from within.
The outlook therefore also asks about Europe's concrete options for action: institutional reforms, strengthening the rule of law, strategic autonomy in key areas (energy, defence, technology) and the political leadership role of the large member states.
