Russia's attack on Ukraine was not only an act of aggression against a neighbouring state in violation of international law, it was also an attack on the system of European security that had been built up over decades by the CSCE/OSCE. Many experts believe that the war will end in a military stalemate. This raises the question of whether there is a chance for a diplomatic negotiation offer, or when the right time for a diplomatic initiative would come? Has the OSCE's existence as an organisation for European security been damaged by the war? What is the future of multilateral diplomacy?
