The discourse on the EU's place in the world has changed over the last decade. While foreign policy used to be talked about in terms of building a global liberal order, strengthening the transatlantic partnership and securing effective multilateralism, today the focus is more on developing European sovereignty, securing strategic autonomy and protecting the European way of life. The self-image as a role model and pioneer of a renewed rules-based international order has given way to a defensive stance, lower ambitions and a narrower regional focus. Now that the UK has left and President Biden has taken office, is there a new opportunity to make the EU a centrepiece of successful multilateral diplomacy?

Stefan Lehne, visiting scholar at Carnegie Europe. His research focuses on the development of EU foreign policy after the Lisbon Treaty, with a particular emphasis on relations between the EU and its Member States
