The popular uprising in Sudan has ushered in high hopes for a transformation of dictatorship into democracy, war into peace, and kleptocracy into a developmental economy. Faced with the legacy of thirty years of dictatorship, corruption and conflict, and a regional context hostile to democracy, what are the prospects for Sudan’s new civilian government to fulfil the aspirations of the country’s peaceful revolution?
